Revision of NSF Award Terms and Conditions Implementing Revised 2 CFR (Zoom)

We wanted to make you aware that the NSF Award Terms and Conditions have been updated to implement the revised 2 CFR published in the Federal Register on April 22, 2024, by the Office of Management and Budget. As part of its implementation strategy, NSF has archived the Research Terms and Conditions (RTC), and the NSF Agency Specific Requirements. Unless otherwise specified, the Grant General Conditions (GC-1) apply to all recipients of NSF grant awards, including Institutions of Higher Education, non-profit, non-academic organizations, for-profit organizations (other than Small Business Innovation Research/Small Business Technology Transfer recipients), State and local governments, and Tribal Nations.

The updated suite of award terms and conditions includes the:
• Grant General Conditions (GC-1);
• Cooperative Agreement Financial & Administrative Terms and Conditions (CA-FATC);
• Cooperative Agreement Modifications and Supplemental Financial and Administrative Terms and Conditions for Major Multi-User Research Facility Projects and Federally Funded Research and Development Centers;
• Cooperative Agreement Modifications and Supplemental Financial and Administrative Terms and Conditions for Mid-Scale Research Infrastructure Projects; and
• Special Terms and Conditions for Administration of NSF Conference or Travel Grants (FL 26).

The Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Terms and Conditions, International Research Terms and Conditions (IRTC), and Special Terms and Conditions for Administration of NSF Conference or Travel Awards Made to International Organizations (FL 26 for IRTC) are forthcoming and will be issued at a later date.

The revised award terms and conditions will apply to new NSF awards and funding amendments to existing NSF awards made on or after October 1, 2024. You are encouraged to review the Summary of Changes document associated with each set of terms and conditions.

Join the NSF Policy Office in the Division of Institution and Award Support (DIAS) on September 12 at 2:00 PM EST for a webinar which will provide the framework for these revisions and how they affect NSF proposals and awards. Webinar registration is now available.

National Science Foundation 101 Webinar

Join Dr. Anna Fisher, Program Director, Developmental Sciences Program, and Dr. Steven Breckler, Program Director, Social Psychology Program, from the U.S. National Science Foundation (NSF) for an overview of the NSF, its organizational structure, research funding priorities, and how to build relationships with program directors. In this 1-hour webinar, you will learn more about (1) How the NSF is structured; (2) The focus of the Developmental Sciences and Social Psychology programs; (3) How to identify grant opportunities and submit investigator-initiated opportunities; (4) How NSF implements its merit review process; (5) How to identify the best fit for your proposal; (6) Tips for success in communicating with NSF program directors; and (7) NSF resources and training. This webinar is targeted toward early career researchers and advanced doctoral students. Although most of NSF’s funding opportunities are U.S.-based, the presenters will touch on opportunities to partner with international collaborators and to propose research that includes a component outside of the U.S. Participants can submit questions for the presenters ahead of time upon registration for the webinar. Implementing the Common Forms for the Biographical Sketch and Current and Pending (Other) Support (Webinar)

Please join us on Thursday April 25th at 2:00 PM EST for a webinar covering NSF’s implementation of the National Science and Technology Council-approved Common Forms for the Biographical Sketch and Current and Pending (Other) Support.

This session will cover the policy behind NSF’s implementation in the Proposal and Award Policies and Procedures Guide (PAPPG) (NSF 24-1). In addition, our colleagues from NIH/National Library of Medicine will provide a demonstration of the revised capability to create and download these required proposal documents in SciENcv.

EDU Faculty Early Career Development Program (CAREER) Workshop (Zoom)

The Faculty Early Career Development (CAREER) Program is a Foundation-wide activity that offers the National Science Foundation’s most prestigious awards in support of early-career faculty who have the potential to serve as academic role models in research and education and to lead advances in the mission of their department or organization. Activities pursued by early-career faculty should build a firm foundation for a lifetime of leadership in integrating education and research. NSF encourages submission of CAREER proposals from early-career faculty at all CAREER-eligible organizations and especially encourages women, members of underrepresented populations, and persons with disabilities to apply.

EVENT: The workshop is intended to provide guidance and mentorship to prospective CAREER applicants to the NSF Directorate for STEM Education. It will serve as an opportunity for participants to gain a better understanding of the program, including eligibility requirements, the application process, and outcomes of past CAREER awardees, and for participants to interact with other applicants, former awardees, and NSF program officers.

Updates to the NSF Proposal and Award Policies and Procedures Guide (PAPPG) (NSF 24-1) (Zoom)

The U.S. National Science Foundation (NSF) is hosting a webinar covering Updates to the NSF Proposal and Award Policies and Procedures Guide (PAPPG) (NSF 24-1) for the research community on Tuesday, March 12, 2024, from 2:00 – 3:00 pm EST.  

The PAPPG details NSF’s proposal preparation and submission guidelines. It also sets forth the policies and procedures regarding the award, administration, and monitoring of the Foundation’s awards. The webinar will provide an overview of the changes and clarifications to the PAPPG that are effective for proposals submitted or due on or after May 20, 2024. Register now to hear about these changes firsthand.
